LUMPSUM PROVISION FOR THE PROJECTS/SCHEMES FOR THE BENEFIT OF NORTH EASTERN REGION INCLUDING SIKKIM


The Union Ministries/Departments are required to meet the mandatory requirement of utilizing 10% of their Gross Budgetary Support for implementation of Projects/Schemes for the North Eastern States including Sikkim. Approval of these projects is carried out by the appropriate forum in the Ministry as per the extant instructions of Ministry of Finance in this regard. For clearing projects, general guidelines on Non-Lapsable Central Pool of Resources as circulated by Ministry of Development of North Eastern Region (DONER) are being followed. Detailed Project Reports submitted by the State Governments are technically appraised by the Central Public Works Department (CPWD) and Central Public Health Environmental Engineering Organisation (CPHEEO) which are the technical wings of this Ministry.

As regards the funding pattern, for the projects which are to be executed by the Central Agencies like NBCC, HUDCO etc, upto 100% estimated project cost is provided by the Ministry. The central agencies are also given 10% agency charges for execution of the project. For the projects which are to be executed by the State Governments, the Ministry is providing upto 90% of the estimated cost and 10% of the project cost is to be borne by the State Government.

For the financial year 2005-06, Rs.160.00 crore has been allocated for infrastructure development of North Eastern States including Sikkim under 10% Lump Sum Provision towards the projects/schemes for the benefit of North Eastern Region including Sikkim. The entire allocation has been released during the current financial year. Details of the projects since the inception of the scheme are given in Annexure - I.

As per the latest instructions of Finance Ministry under Government of India’s decision (4) (A) below Rule-18 of DFPR - Appraisal and Approval of Plan Schemes/Projects, for projects costing upto Rs.5.00 crore, Secretary (UD) is the competent authority for approval. In case of projects above Rs.5.00 crore but less than Rs.25.00 crore the appraisal forum is Departmental Standing Finance Committee, the composition of which for this Ministry is as follows :-

For projects costing Rs. 25.00 crore and above but less than Rs.100.00 crore, the appraisal forum is Departmental Expenditure Finance Committee, the composition of which for this Ministry is as follows :-

REAL ESTATE MANAGEMENT (CONTROL AND REGULATION) BILL

Draft Bill is under preparation. Details of the proposed Bill will be available after the aforementioned Bill is finalized.

Preparation of a ‘Report on State of India’s Urbanisation’ :

National Institute of Public Finance and Policy (NIPFP) is entrusted with preparation of ‘Report on the State of India’s Urbanization’. It will be a comprehensive account and analysis of the urban situation in India and would serve the following objectives :

(i) Enhance understanding of the urban phenomena in India covering demographic, economic, social and physical and environmental aspects, and analyzing the factors and forces that are shaping, and contributing to the growth and development of cities and towns in India.

(ii) Provide an objective assessment of the urban situation in India as well as of the problems and opportunities.

(iii) Assist the Government of India in the formulation of urban policies and identification of sphere of public intervention; and

(iv) Serve as a benchmark for similar assessments to be made from time to time.
